Provides an income tax deduction, for taxable years ending on or after December 31, 2001 and on or before December 31, 2002, for moneys contributed during the taxable year, but on or after September 11, 2001, to any charitable organization that is a member of the American Liberty Partnership or its successor partnership or organization consisting of charitable organizations dedicated to coordinating the relief effort for victims of the September 11, 2001 attack on the United States.
