        Amends the Department of Commerce and Community  Affairs  Law  of      
   the  Civil  Administrative Code of Illinois.  Provides that DCCA shall      
   administer a  fire  truck  revolving  loan  program  to  provide  zero      
   interest loans for the purchase of fire trucks by a fire department or      
   a  fire  protection  district.   Provides  that  DCCA  shall determine      
   eligibility  for  the  loans  based  on  need  as  determined  by  the      
   Department and that the loan funds, subject to appropriation, shall be      
   paid out of the Fire Truck Revolving Loan Fund, a special fund in  the      
   State  treasury.   Provides  that  (i) a loan for the purchase of fire      
   trucks may  not  exceed  $250,000  to  any  fire  department  or  fire      
   protection  district;  (ii)  the repayment period for the loan may not      
   exceed 20 years; and (iii) the  fire  department  or  fire  protection      
   district  must  repay  each  year  at least 5% of the principal amount      
   borrowed or the remaining balance of  the  loan,  whichever  is  less.      
   Provides  that  the  Department  shall  adopt  rules to administer the      
   program.  Amends the State Finance Act to create the Fund.                  
        HOUSE AMENDMENT NO. 1.                                                 
          Deletes reference to:

        Deletes everything after the enacting clause.  Amends  the  State      
   Treasurer  Act.   Provides  that the Treasurer shall administer a fire      
   truck revolving loan program to provide zero interest  loans  for  the      
   purchase  of  fire  trucks  by  a fire department or a fire protection      
   district.  Provides that the Treasurer shall determine eligibility for      
   the loans based on need as determined by the Treasurer  and  that  the      
   loan  funds,  subject  to appropriation, shall be paid out of the Fire      
   Truck Revolving Loan Fund, a  special  fund  in  the  State  treasury.      
   Provides  that  (i)  a  loan  for  the purchase of fire trucks may not

        Deletes everything.  Amends the Uniform Disposition of  Unclaimed      
   Property  Act.   Provides  for  an  exemption  from  this Act for gift      
   certificates  or  gift  cards  that  contain  an  expiration  date  or      
   expiration period issued by a nonprofit organization as defined  under      
   Section  501(c)(3)  of  the  Internal  Revenue  Code.  Provides that a      
   holder or any party with information about  the  owner  is  prohibited      
   from  charging a fee or service charge to an owner in order to prevent      
   abandonment from  being  presumed.  Provides  for  confidentiality  of      
   information  provided  to  the State Treasurer under the Act.  Changes      
   the notice requirements to owners.   Provides  that  the  proceeds  in      
   excess  of  $2,500,000  from  the  sale of abandoned property shall be      
   deposited into the State Pensions Fund (instead  of  into  a  separate      
   trust fund for the payment of claims).  Requires any person or company      
   charging  a fee for discovering presumptively abandoned property to be      
   a licensed private detective.  Effective immediately.
