SCULLY-MADIGAN,MJ-SCOTT-FEIGENHOLTZ-DAVIS,MONIQUE, LANG, HAMOS AND JONES,LOU. 705 ILCS 405/5-175 new 720 ILCS 5/1-9 new 725 ILCS 5/103-10 new Amends the Juvenile Court Act of 1987, the Criminal Code of 1961, and the Code of Criminal Procedure of 1963. Adds a new Section to each of these Acts concerning videotaped confessions. Each new Section contains only a caption. FISCAL NOTE, AMENDED (Criminal Justice Information Authority) If HB 2740, as amended, becomes law, there is expected to be a significant impact on local police agencies. Grant funds necessary to purchase digital video and related equipment for all Illinois law enforcement agencies to tape custodial inter- rogations is estimated to be at least $12.8 million. The Auth- ority would administer these grant funds. Based on the Author- ity's experience with federal grant programs, 5% to 10% of grant funds are needed to properly administer a program. Basing administrative costs on the 5% figure, the Authority estimates that the cost to administer a grant program of this magnitude would be approximately $640,000. Therefore, the total impact on local law enforcement agencies and teh Authority would be approximately $13.4 million.
