GARRETT-BLACK.

   55 ILCS 5/5-1095          from Ch. 34, par. 5-1095                          
   65 ILCS 5/11-42-11        from Ch. 24, par. 11-42-11                        

        Amends  the  Counties  Code  and  the  Illinois  Municipal  Code.      
   Requires a cable television system that has been granted  a  franchise      
   by a county or municipality to provide customers with not less than 60      
   day's  notice  of  a rate increase. The notice must be included in the      
   billing statement. Requires those cable television systems to maintain      
   a toll-free telephone number in order to respond to customer questions      
   regarding the increase.  Effective immediately.                             
        HOUSE AMENDMENT NO. 1.                                                 
        Further amends the Counties Code and the Illinois Municipal Code.      
   Requires a cable television system that has been granted  a  franchise      
   by  a county or municipality to provide customers with not less the 30      
   (instead of 60) days' notice of a rate increase.   Deletes  provisions      
   requiring   the  cable  television  system  to  maintain  a  toll-free      
   telephone number in order to respond to customer questions.
