Requires a cable television system that has been granted a franchise by a county or municipality to provide customers with not less than 60 day's notice of a rate increase. The notice must be included in the billing statement. Requires those cable television systems to maintain a toll-free telephone number in order to respond to customer questions regarding the increase. Effective immediately. HOUSE AMENDMENT NO. 1. Further amends the Counties Code and the Illinois Municipal Code.
