        Amends the Department of Revenue Law of the Civil  Administrative      
   Code  of  Illinois.   Creates,  within  the  Department of Revenue, an      
   Advisory Task Force on  Internet  Taxation,  composed  of  12  members      
   appointed by the Governor, to study the effect of taxing or not taxing      
   Internet sales and the impact that taxing Internet sales would have on      
   Illinois businesses.  Provides that the Task Force shall file a report      
   and  its  advisory recommendations on these issues with the Governor's      
   Office and the General Assembly by January 15, 2004, at which time the      
   Task Force is dissolved. Amends the Use Tax Act, the Service  Use  Tax      
   Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax      
   Act.   Provides  that,  through  December  31, 2004, personal property      
   purchased in a transaction conducted over the Internet is exempt  from      
   taxation under these Acts.  Effective immediately.
