 1        AN ACT in relation to State government.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The Illinois Lottery Law is amended by adding
 5    Section 9.5 as follows:

 6        (20 ILCS 1605/9.5 new)
 7        Sec.  9.5.   Special  lottery  games   for   payment   of
 8    anti-terrorism measures.
 9        (a)  On   each  of  7  days  before  June  1,  2002,  the
10    Department of the Lottery shall  conduct  a  special  lottery
11    game.    The  special  lottery  game  shall  be conducted and
12    promoted in the same manner as other lottery games under this
13    Act,  except  as  otherwise  specifically  provided  in  this
14    Section.  Special lottery games shall be in addition to,  and
15    not instead of, regular lottery games.
16        (b)  The  proceeds of the special lottery games conducted
17    under this Section, after deducting appropriate  amounts  for
18    prizes   and   vendor  fees,  shall  be  deposited  into  the
19    Anti-Terrorism Fund, which is hereby  created  as  a  special
20    fund in the State Treasury.
21        Subject  to  appropriation,  moneys in the Anti-Terrorism
22    Fund may  be  used  only  for  paying  or  reimbursing  costs
23    incurred  by the State for overtime salaries of emergency and
24    security  personnel  related  to   anti-terrorism   and   for
25    associated anti-terrorism expenses.

26        Section  10.   The State Finance Act is amended by adding
27    Section 5.570 as follows:

29        Sec. 5.570.  The Anti-Terrorism Fund.

 1        Section 99. Effective date.  This Act takes  effect  upon
 2    becoming law.
