 1                          HOUSE RESOLUTION

 2        WHEREAS, It has come to  our  attention  that  Howard  L.
 3    Roseen  has  retired  as Chief of Police of the City of Palos
 4    Heights; and

 5        WHEREAS, Chief Roseen joined  the  Palos  Heights  Police
 6    Department  in  1972;  in  1973 he was appointed to work as a
 7    juvenile officer and a detective; in 1976 he was promoted  to
 8    the  position of patrol sergeant; in 1985 he was appointed to
 9    the position of  Patrol  Division  Commander;  he  served  as
10    Administrative  Police  Lieutenant  from 1990 to 1997 and was
11    Acting Chief of Police in 1992 and 1993 and  ADA  coordinator
12    from  1994  to  1996;  in September of 1997, he was appointed
13    Chief of Police; and

14        WHEREAS, In 1991 he created and implemented the  civilian
15    Community  Service  Officer  Program, which brought young men
16    and women, typically interested in law  enforcement  careers,
17    into  the  Department  to  assist  with  duties  that did not
18    require a sworn police officer; in 1992, while he was  Acting
19    Police  Chief,  the  Palos  Heights  Police  Department began
20    working with the United States Customs  Service  in  a  joint
21    investigative  task force that has brought over $3,000,000 to
22    the City through federal programs; under his  direction,  the
23    Palos  Heights  Police Department has benefited from numerous
24    federal and state grants; and

25        WHEREAS,  He  has  emphasized  traffic  safety;  at   his
26    request,  the  City  of  Palos  Heights  enacted an ordinance
27    making the failure to wear a  seat  belt  a  primary  traffic
28    offense;   several  officers  have  been  trained  to  become
29    Certified Child Safety Seat Technicians; and  he  has  worked
30    with local businesses to create a Holiday Seat Belt Awareness
31    Program; and

32        WHEREAS,  He  spearheaded a five-year effort to build the

 1    new $3,500,000 police headquarters  which  was  dedicated  in
 2    2002  and  is a reflection of the quality police service that
 3    is provided by the Department to the people of Palos Heights;
 4    and

 5        WHEREAS,  Chief  Roseen  has  been  a   member   of   the
 6    International   Association  of  Chiefs  of  Police  and  the
 7    Illinois Association of Chiefs  of  Police,  serving  on  the
 8    Legislative  Committee;  the  South  Suburban  Association of
 9    Chiefs  of  Police;  the   Fifth   District   Police   Chiefs
10    Association,  serving  as  President;  the  Southwest Central
11    Dispatch Executive Committee, serving as President; the Fifth
12    Municipal District Family  Violence  Prevention  Coordinating
13    Council,  serving  as  Co-Chairman  of  the  Law  Enforcement
14    Committee; the Law Enforcement Information Management Section
15    of  the  International  Association  of the Chiefs of Police,
16    serving on the Executive Board;  and  the  Fire  District  II
17    Cause  and  Origin  Team;  he  has  been  a  Certified  Arson
18    Investigator since 1986; therefore, be it

19        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
20    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
21    we honor and commend Chief of Police Harold L. Roseen for his
22    many years of exemplary service to the City of Palos  Heights
23    and  to the cause of law enforcement and we extend to him our
24    very best wishes for happiness  and  success  in  his  future
25    endeavors; and be it further

26        RESOLVED,  That  a  suitable  copy  of this resolution be
27    presented to Chief Howard L. Roseen as an expression  of  our
28    respect and esteem.
