1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives wish to recognize milestone events in the
4 lives of the citizens from the State of Illinois; and
5 WHEREAS, It has come to our attention that Dwayne M.
6 "Cal" Doughty is retiring from his duties as the Village
7 Manager of Long Grove this year; and
8 WHEREAS, Dwayne M. Doughty has served as Village Manager
9 for the past 25 years; when he first took office in 1977,
10 Long Grove had a population of 1,400, today it has more than
11 6,700 residents; and
12 WHEREAS, During his career, Mr. Doughty has accomplished
13 many goals, including the adding of extra police patrols,
14 implementing the first budget process, initiating
15 requirements that professional services be reimbursed, and
16 starting a systematic investment program; in addition, he
17 created a no-cost volunteer recycling program and initiated
18 impact fees on building permit applications which helps fund
19 the schools districts, park districts, and the village's open
20 space; he also computerized the entire Village of Long Grove
21 operations, including the creation of a village website,
22 created the Private Road Maintenance Program and the Board
23 and Employee Policy Manual, and was a founding member of the
24 Community Development Corporation; and
25 WHEREAS, Family, friends, and colleagues will celebrate
26 the career and retirement of Dwayne M. "Cal" Doughty on May
27 2, 2002; therefore, be it
28 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
29 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
30 we congratulate Dwayne M. "Cal" Doughty for his outstanding
31 career of service to the Village of Long Grove, and we wish

1 Mr. Doughty well in all of his future endeavors; and be it
2 further
3 RESOLVED, That a suitable copy of this resolution be
4 presented to Dwayne M. "Cal" Doughty as an expression of our
5 esteem.
