1 AN ACT concerning telecommunications.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Public Utilities Act is amended by adding
5 Section 13-408 as follows:
6 (220 ILCS 5/13-408 new)
7 (Section scheduled to be repealed on July 1, 2005)
8 Sec. 13-408. Priority access to cellular telephone
9 service for emergency service providers. A
10 telecommunications carrier offering cellular telephone
11 service shall, to the extent technically feasible, make
12 available to emergency service providers including, but not
13 limited to, fire departments, emergency medical service
14 providers, and law enforcement agencies, priority access to
15 cellular telephone service in order to assure its
16 availability during a public emergency. Telecommunications
17 carriers may consult with the Department of Public Health,
18 the Department of State Police, and such law enforcement and
19 public health officials as appropriate in establishing
20 priority access.
