 1        AN ACT concerning education.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.   The  School  Code  is  amended  by  changing
 5    Section 21-7.1 as follows:

 6        (105 ILCS 5/21-7.1) (from Ch. 122, par. 21-7.1)
 7        Sec. 21-7.1.  Administrative certificate.
 8        (a)  After  July  1,  1999, an administrative certificate
 9    valid for 5 years of supervising  and  administering  in  the
10    public  common  schools  may  be  issued  to persons who have
11    graduated from a regionally accredited institution of  higher
12    learning with a master's degree and who have been recommended
13    by  a  recognized  institution  of  higher learning as having
14    completed a program of preparation for one or more  of  these
15    endorsements.  The Such programs of academic and professional
16    preparation required for endorsement shall be administered by
17    the institution in accordance with standards set forth by the
18    State Superintendent of Education in  consultation  with  the
19    State Teacher Certification Board.
20        (b)  No  administrative  certificate  shall be issued for
21    the first  time  after  June  30,  1987  and  no  endorsement
22    provided  for  by this Section shall be made or affixed to an
23    administrative certificate for the first time after June  30,
24    1987   unless   the   person   to  whom  such  administrative
25    certificate is  to  be  issued  or  to  whose  administrative
26    certificate  such  endorsement  is  to  be  affixed  has been
27    required to demonstrate as a part of a program of academic or
28    professional   preparation   for   such   certification    or
29    endorsement: (i) an understanding of the knowledge called for
30    in establishing productive parent-school relationships and of
31    the   procedures   fostering   the   involvement  which  such

 1    relationships  demand;  and  (ii)  an  understanding  of  the
 2    knowledge required for establishing  a  high  quality  school
 3    climate   and   promoting  good  classroom  organization  and
 4    management, including  rules  of  conduct  and  instructional
 5    procedures   appropriate   to   accomplishing  the  tasks  of
 6    schooling; and (iii) a demonstration  of  the  knowledge  and
 7    skills called for in providing instructional leadership.  The
 8    standards   for   demonstrating   an  understanding  of  such
 9    knowledge shall be set forth by the State Board of  Education
10    in  consultation  with the State Teacher Certification Board,
11    and shall be administered by the recognized  institutions  of
12    higher  learning  as  part  of  the  programs of academic and
13    professional  preparation  required  for  certification   and
14    endorsement  under this Section.  As used in this subsection:
15    "establishing productive parent-school  relationships"  means
16    the  ability  to  maintain  effective  communication  between
17    parents   and   school   personnel,   to  encourage  parental
18    involvement in schooling, and to motivate school personnel to
19    engage parents in encouraging student achievement,  including
20    the  development  of  programs  and  policies  which serve to
21    accomplish this purpose; and  "establishing  a  high  quality
22    school   climate"  means  the  ability  to  promote  academic
23    achievement, to maintain discipline, to  recognize  substance
24    abuse  problems  among  students  and utilize appropriate law
25    enforcement and other community resources  to  address  these
26    problems, to support teachers and students in their education
27    endeavors,  to  establish  learning objectives and to provide
28    instructional  leadership,  including  the   development   of
29    policies and programs which serve to accomplish this purpose;
30    and "providing instructional leadership" means the ability to
31    effectively  evaluate  school  personnel,  to possess general
32    communication and interpersonal skills, and to establish  and
33    maintain  appropriate  classroom  learning environments.  The
34    provisions of this subsection shall not apply  to  or  affect

 1    the  initial issuance or making on or before June 30, 1987 of
 2    any administrative certificate or  endorsement  provided  for
 3    under  this  Section,  nor  shall such provisions apply to or
 4    affect  the  renewal  after  June  30,  1987  of   any   such
 5    certificate  or  endorsement  initially  issued or made on or
 6    before June 30, 1987.
 7        (c)  Administrative certificates shall be  renewed  every
 8    five  years with the first renewal being five years following
 9    the initial receipt of an administrative certificate. Renewal
10    requirements  for  administrators  whose  positions   require
11    certification  shall  be  based  upon  evidence of continuing
12    professional education which promotes  the  following  goals:
13    (1)  Improving  administrators'  knowledge  of  instructional
14    practices  and administrative procedures; (2) Maintaining the
15    basic level of competence required for initial certification;
16    and  (3)  Improving  the  mastery  of  skills  and  knowledge
17    regarding the improvement of teaching performance in clinical
18    settings and assessment of the levels of student  performance
19    in  their  schools.    Evidence  of  continuing  professional
20    education must include verification of biennial attendance in
21    a  program  developed by the Illinois Administrators' Academy
22    and verification of annual participation in a school district
23    approved   activity   which   contributes    to    continuing
24    professional  education.   The  State  Board of Education, in
25    consultation with  the  State  Teacher  Certification  Board,
26    shall  develop  procedures  for implementing this Section and
27    shall administer the renewal of administrative  certificates.
28    Failure   to   submit  satisfactory  evidence  of  continuing
29    professional education which  contributes  to  promoting  the
30    goals   of   this   Section   shall   result  in  a  loss  of
31    administrative certification.
32        (d)  Any limited or life supervisory  certificate  issued
33    prior  to  July  1,  1968  shall continue to be valid for all
34    administrative  and  supervisory  positions  in  the   public

 1    schools  for which it is valid as of that date as long as its
 2    holder meets the requirements for registration or renewal  as
 3    set forth in the statutes or until revoked according to law.
 4        (e)  The  administrative  or  supervisory  positions  for
 5    which  the  certificate shall be valid shall be determined by
 6    one or more of 3 endorsements: general  supervisory,  general
 7    administrative and superintendent.
 8        Subject  to the provisions of Section 21-1a, endorsements
 9    shall be made under conditions set  forth  in  this  Section.
10    The  State Board of Education shall, in consultation with the
11    State Teacher Certification Board, adopt  rules  pursuant  to
12    the   Illinois  Administrative  Procedure  Act,  establishing
13    requirements for obtaining administrative certificates  where
14    the   minimum   administrative  or  supervisory  requirements
15    surpass those set forth in this Section.
16        The State Teacher Certification Board shall file with the
17    State  Board  of  Education  a  written  recommendation  when
18    considering   additional   administrative   or    supervisory
19    requirements.   All  additional  requirements  shall be based
20    upon the requisite knowledge necessary to perform those tasks
21    required by the certificate.  The State  Board  of  Education
22    shall  in  consultation  with the State Teacher Certification
23    Board, establish  standards  within  its  rules  which  shall
24    include  the academic and professional requirements necessary
25    for  certification.   These  standards  shall  at  a  minimum
26    contain, but not be limited to, those used by the State Board
27    of Education in determining whether additional knowledge will
28    be required.  Additionally,  the  State  Board  of  Education
29    shall  in  consultation  with the State Teacher Certification
30    Board, establish provisions  within  its  rules  whereby  any
31    member  of the educational community or the public may file a
32    formal   written   recommendation   or   inquiry    regarding
33    requirements.
34             (1)  Until  July  1,  2003,  the general supervisory

 1        endorsement  shall  be  affixed  to  the   administrative
 2        certificate  of  any  holder who has at least 16 semester
 3        hours  of  graduate  credit  in  professional   education
 4        including   8   semester  hours  of  graduate  credit  in
 5        curriculum and research and who has at least 2  years  of
 6        full-time teaching experience or school service personnel
 7        experience   in   public   schools,   schools  under  the
 8        supervision of the  Department  of  Corrections,  schools
 9        under   the   administration   of   the   Department   of
10        Rehabilitation Services, or nonpublic schools meeting the
11        standards  established  by  the  State  Superintendent of
12        Education   or   comparable   out-of-state    recognition
13        standards   approved   by  the  State  Superintendent  of
14        Education.
15             Such endorsement shall be required for  supervisors,
16        curriculum  directors  and  for  such similar and related
17        positions as determined by the  State  Superintendent  of
18        Education   in   consultation   with  the  State  Teacher
19        Certification Board.
20             (2)  The general administrative endorsement shall be
21        affixed to the administrative certificate of  any  holder
22        who  has at least 20 semester hours of graduate credit in
23        educational administration and supervision and who has at
24        least 2 years of full-time teaching experience or  school
25        service  personnel  experience in public schools, schools
26        under the supervision of the Department  of  Corrections,
27        schools  under  the  administration  of the Department of
28        Rehabilitation Services, or nonpublic schools meeting the
29        standards established  by  the  State  Superintendent  of
30        Education    or   comparable   out-of-state   recognition
31        standards  approved  by  the  State   Superintendent   of
32        Education.
33             Such  endorsement  shall  be required for principal,
34        assistant    principal,    assistant     or     associate

 1        superintendent,  junior  college  dean and for related or
 2        similar   positions   as   determined   by   the    State
 3        Superintendent  of  Education  in  consultation  with the
 4        State Teacher Certification Board.
 5             Notwithstanding any other provisions  of  this  Act,
 6        after  January  1,  1990  and  until January 1, 1991, any
 7        teacher employed by a  district  subject  to  Article  34
 8        shall   be   entitled   to   receive   an  administrative
 9        certificate with  a  general  administrative  endorsement
10        affixed thereto if he or she: (i) had at least 3 years of
11        experience as a certified teacher for such district prior
12        to  August 1, 1985; (ii) obtained a Master's degree prior
13        to August 1, 1985; (iii) completed at least 20  hours  of
14        graduate  credit in education courses (including at least
15        12 hours in educational administration  and  supervision)
16        prior  to  September  1,  1987;  and  (iv) has received a
17        rating of superior for at least each of the last 5 years.
18        Any person who obtains an administrative certificate with
19        a  general  administrative  endorsement  affixed  thereto
20        under this paragraph shall not be qualified to  serve  in
21        any administrative position except assistant principal.
22             (3)  The  chief school business official endorsement
23        shall be affixed to the administrative certificate of any
24        holder who qualifies by having  a  Master's  degree,  two
25        years  of  administrative  experience  in school business
26        management,  and  a  minimum  of  20  semester  hours  of
27        graduate credit in a program  established  by  the  State
28        Superintendent  of  Education  in  consultation  with the
29        State Teacher Certification Board for the preparation  of
30        school  business  administrators.  Such endorsement shall
31        also be affixed to the administrative certificate of  any
32        holder  who  qualifies  by  having  a  Master's Degree in
33        Business Administration, Finance  or  Accounting  from  a
34        regionally accredited institution of higher education.

 1             After  June  30,  1977,  such  endorsement  shall be
 2        required for any individual first  employed  as  a  chief
 3        school business official.
 4        (4)  The  superintendent  endorsement shall be affixed to
 5    the  administrative  certificate  of  any  holder   who   has
 6    completed  30  semester  hours  of graduate credit beyond the
 7    master's  degree  in  a  program  for  the   preparation   of
 8    superintendents  of  schools  including  16 semester hours of
 9    graduate credit in professional  education  and  who  has  at
10    least 2 years experience as an administrator or supervisor in
11    the  public  schools  or  the  State  Board  of Education  or
12    education service regions or in nonpublic schools meeting the
13    standards  established  by  the   State   Superintendent   of
14    Education  or  comparable  out-of-state recognition standards
15    approved by the State Superintendent of Education  and  holds
16    general supervisory or general administrative endorsement, or
17    who  has  had  2  years  of  experience  as  a  supervisor or
18    administrator  while   holding   an   all-grade   supervisory
19    certificate  or  a  certificate  comparable  in  validity and
20    educational and experience requirements.
21        After June 30, 1968, such endorsement shall  be  required
22    for  a  superintendent  of schools, except as provided in the
23    second paragraph of this Section and in Section 34-6.
24        Any person appointed to the  position  of  superintendent
25    between the effective date of this Act and June 30, 1993 in a
26    school  district  organized  pursuant  to  Article 32 with an
27    enrollment of at least 20,000 pupils shall be exempt from the
28    provisions of this Subsection (4) until June 30, 1996.
29        (f)  All official interpretations or acts of  issuing  or
30    denying  administrative  certificates  or endorsements by the
31    State Teacher's Certification Board, State Board of Education
32    or the State Superintendent of Education, from the passage of
33    P.A. 81-1208 on November 8, 1979 through September  24,  1981
34    are  hereby declared valid and legal acts in all respects and

 1    further that the purported repeal of the provisions  of  this
 2    Section by P.A. 81-1208 and P.A. 81-1509 is declared null and
 3    void.
