 1        AN ACT concerning firearms.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The Firearm Owners Identification Card Act is
 5    amended by changing Section 13.1 as follows:

 6        (430 ILCS 65/13.1) (from Ch. 38, par. 83-13.1)
 7        Sec. 13.1.  Local regulation.
 8        (a)  The  provisions  of  any  ordinance  enacted  by any
 9    municipality which requires registration or  imposes  greater
10    restrictions  or  limitations  on the acquisition, possession
11    and transfer of firearms, other  than  rifles  and  shotguns,
12    firearms than are imposed by this Act, are not invalidated or
13    affected by this Act.
14        (b)  A  unit  of  local government, including a home rule
15    unit,  may  not   regulate   the   acquisition,   possession,
16    transportation,  storage,  purchase,  selling,  or  otherwise
17    dealing   in   rifles  and  shotguns  and  may  not  regulate
18    ammunition,  components,  accessories,  or  accoutrements  of
19    rifles and shotguns.  It is declared to be the public  policy
20    of this State that regulation of the acquisition, possession,
21    transportation,  storage,  purchase,  selling,  or  otherwise
22    dealing   in  rifles  and  shotguns  and  the  regulation  of
23    ammunition,  components,  accessories,  or  accoutrements  of
24    rifles and shotguns is an exclusive State power or  function.
25    Such  power  or function shall not be exercised concurrently,
26    either  directly  or  indirectly  by  any   unit   of   local
27    government, including home rule units. This subsection (b) is
28    a  denial  and  limitation  of home rule powers and functions
29    under subsection (h) of Section  6  of  Article  VII  of  the
30    Illinois Constitution.

 1        Section  99.  Effective date.  This Act takes effect upon
 2    becoming law.
