Provides that not less than 25% of the amounts distributed by the State from tobacco settlement proceeds received by the State shall be dedicated to improving the health of senior citizens in Illinois through the funding of community-based programs including home-delivered meals, health care transportation, in-home respite care, smoking cessation programs, and pharmaceutical assistance. Effective immediately.
