Short description: 
HEALTH COST-OUTPATIENT DATA                                                

Synopsis of Bill as introduced:
        Amends the Illinois Health  Finance  Reform  Act.   Requires  the      
   Illinois  Health  Care  Cost  Containment  Council  to collect certain      
   information from billing  forms  concerning  outpatient  surgeries  at      
   hospitals  and  licensed  ambulatory surgical treatment centers in the      
   State.   Deletes  current  provisions  concerning  the  collection  of      
   information  from  licensed  ambulatory  surgical  treatment  centers.      
   Updates references to uniform billing forms developed by the  National      
   Uniform  Billing Committee.  Deletes provisions requiring hospitals to      
   submit copies of Medicaid Cost Reports and  to  submit  certain  other      
   information   to   the   Council.   Makes  other  changes.   Effective      
   immediately.                                                                
        SENATE AMENDMENT NO. 1                                                 
          Adds reference to:                                                   
          20 ILCS 2215/2-1                                                     
        Further amends the Illinois Health Finance Reform Act. Increases       
   the membership of the Illinois Health Care Cost Containment Council         
   from 11 to 13. Provides that 2 members must represent Illinois              
   hospitals, at least one of whom must represent a small rural hospital,      
   2 members must represent physicians, and one must represent ambulatory      
   surgical treatment centers. Provides that the outpatient data shall be      
   collected on a trial basis for one year beginning on January 1, 2001        
   (now, July 1, 2000). Requires the Council to implement outpatient date      
   reporting on January 1, 2002 (now, July 1, 2001).
