Provides that, beginning in taxable year 2000, "income" does not include Social Security benefits, Supplemental Security Income, Temporary Assistance to Needy Families, federal assistance to the blind, or veterans' benefits. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
