Changes the Commission's powers and duties by (i) detailing the content and methods of the Commission's educational programs, (ii) authorizing the appointment of task forces and committees for investigation and study, (iii) detailing the Commission's involvement in monitoring and recommending legislation and rules, (iv) authorizing the Commission to award grants and contracts to service providers, and (v) requiring rules relating to certifying and licensing interpreters. Requires the Commission to adopt implementing rules in accordance with the Illinois Administrative Procedure Act. Makes other changes.
