SEAT BELTS-CHILDREN UNDER 16                                               

Synopsis of Bill as introduced:
        Amends the Child Passenger Protection Act.  Provides  that  every      
   person  transporting a child 4 years of age or older but under the age      
   of 16 (instead of 6) shall be responsible for securing the child in  a      
   child restraint system or seat belts.
