Authorizes the Board of Commissioners to determine its members' compensation by a 2/3 vote, but limits increases to the amount of the net increase, if any, that has occurred in a specified cost of living index since the salary was last adjusted. Allows the Board to provide additional compensation to its president, its vice president, and the chairman of the committee on finance. Authorizes the Board to include an annual cost of living adjustment. Effective immediately.
