UTIL LOCAL ENERGY EMRGNCY PLAN                                             

Synopsis of Bill as introduced:
        Amends the Public Utilities  Act.  Authorizes  municipalities  to      
   establish  by ordinance local energy emergency plans to be implemented      
   when the demand for electricity exceeds or is at a significant risk of      
   exceeding the available  supply  of  electricity.  Provides  that  the      
   municipality  enacting a local energy emergency plan must serve a copy      
   of the ordinance upon  each  electric  utility  operating  within  the      
   municipality.   Provides  that  an electric utility may be required to      
   submit its emergency energy  plans  to  the  municipality.   Effective      
   immediately.
