House Sponsors: BURKE-HOFFMAN-DAVIS,MONIQUE-BROSNAHAN-CROTTY Short description: VEH CD-RR OBSTRUCTN-TIME LMT Synopsis of Bill as introduced: Amends the Illinois Vehicle Code to provide that a rail carrier cannot permit a train to obstruct a railroad-highway grade crossing for a period of more than 10 minutes even if the train is continuously moving. Provides that in a municipality with a population greater than 1,000,000, during certain hours a rail carrier cannot permit a train to obstruct a railroad-highway grade crossing for more than a total of 10 minutes during a 30 minute period. SENATE AMENDMENT NO. 1. Further amends the Illinois Vehicle Code. Changes "municipality" to "county". FISCAL NOTE (Illinois Commerce Commission) No specific estimate of these additional revenues can be made at this time. GOVERNOR'S AMENDATORY VETO MESSAGE Recommends that the bill be amended to provide that a single train shall not be allowed to obstruct a crossing more than 10 min- utes and to provide that no train shall be stopped for the purpose of issuing a citation under this Section.
