Expands the definition of "Long Term Care Facility" to include a skilled nursing facility or a nursing facility that meets the requirements of the federal Social Security Act. Provides that access and visitation rights at long term care facilities must be provided in accordance with Section 712 (now Section 307(a)(12)) of the federal Older Americans Act of 1965. Effective immediately.
