Provides that IEPA shall not issue a permit to establish, operate, manage, or maintain a lagoon treatment spray irrigation system to be located in Lake County, unless the municipality within which the system is proposed to be located (or the county if the system is proposed to be located in an unincorporated area) has adopted an ordinance accepting operating and financial responsibility for the spray irrigation system in the event of its malfunction or failure. Requires the applicant to submit a copy of the adopted ordinance to the Agency and certain other entities. Effective immediately. HOUSE AMENDMENT NO. 1.
