Synopsis of Bill as introduced:
Amends the Illinois Administrative Procedure Act. Provides that
certain actions taken by the Joint Committee on Administrative Rules
may be by the affirmative vote of a majority of the members present.
Provides that statements finding a rule objectionable and a serious
threat to the public interest, safety, or welfare may be issued by the
affirmative vote of a majority (now, three-fifths) of the members
appointed to the Joint Committee.
