Provides that the governing body or presiding officer shall set the date, time, and location of the bond issue hearing. Provides that notice shall be published not more than 30 days (now 21 days) before the hearing. Provides the notice shall be posted at the governing body's principal office or hearing building. Deletes prohibition against placing the notice in the legal notice or classified section of a newspaper. Provides that the notice must include the name and seal of the body's clerk or secretary. Exempts the issue of special service area bonds from the Act's provisions. Effective immediately. HOUSE AMENDMENT NO. 1. Deletes the provision adding the seal of the governmental clerk or secretary to the bond hearing notice.
