PHONE CO ALT REGULATE FED LAW                                              

Synopsis of Bill as introduced:
        Amends the Public Utilities Act. Provides that beginning one year      
   after the effective date of this amendatory Act, alternative regula-        
   tion plans may not be approved for local exchange carriers that are         
   not in compliance with requirements for the development of competitive      
   local exchange telecommunications markets    under     the     federal      
   Telecommunications Act of 1996. Effective immediately.
