Requires a lender to obtain a short-term lender license from the Department of Financial Institutions if the lender makes loans to natural persons for a term of 60 days or less based upon a motor vehicle as collateral or based upon receipt of a postdated check in an amount sufficient to repay the loan. Requires notice of the application to be published.
