Amends the Use Tax Act and the Retailers' Occupation Tax Act. Excludes from the provisions of the Acts the sale or transfer of tangible personal property to a multistate taxpayer who is engaged in centralized purchasing activities in Illinois and who temporarily stores the property in Illinois before transfer out of State.
