GO BOND ACT                                                                

Synopsis of Bill as introduced:
        Amends  the  General   Obligation   Bond   Act.    Increases   to      
   $11,895,296,392  (now   $10,895,296,392)  the  total  amount  of bonds      
   authorized under the Act.  Effective July 1, 1999.                          
          STATE DEBT NOTE (Economic and Fiscal Commission)                     
          SB720 would increase:                                                
           General obligation principal by                 $1.000 billion      
           Potential general obligation debt by            $1.686 billion      
           Annual debt service payments by                 $ 69.2 million
