Provides that, subject to appropriations, the Department of Human Services shall provide up to 12 months of transitional transportation assistance to former recipi- ents of Temporary Assistance for Needy Children if the former recipi- ents are no longer eligible for assistance due to an increase in earn- ed income in the household. Provides that this provision shall not be construed to create an entitlement to transitional transporation assistance. Effective Janaury 1, 2000.
