Makes appropriations to the Board of Trustees of Southern Illinois University for ordinary and contingent expenses for fiscal year 1999, and for renovation and replacement of the East St. Louis Center of Southern Illinois University. SENATE AMENDMENT NO. 2. Deletes everything. Makes appropriations to the Board of Trustees of Southern Illinois University for authorized expenditures for FY 2000. Effective July 1, 1999. HOUSE AMENDMENT NO. 1. Increases the amount appropriated to the Board of Trustees of Southern Illinois University from the General Revenue Fund and provides that the amount be used for specified objects and purposes to meet the ordinary and contingent expenses of the University. Provides that the amount appropriated to the Board of Trustees of Southern Illinois University from the Education Assistance Fund be used for specified objects and purposes to meet the ordinary and contingent expenses of the University.
