Provides that prohibited contributions in the name of another person escheat to the State. Provides that a person who knowingly makes an anonymous contribution or a contribution in the name of another person is guilty of a Class A misdemeanor. Provides that the violator may be fined an amount no greater than 3 times the amount of the prohibited contribution. Defines "contribution in the name of another person".
