Short description: 
DENTAL PRACTICE-NON DENTIST                                                

Synopsis of Bill as introduced:
        Amends the Illinois Dental  Practice  Act.  Provides  which  acts      
   constitute  the  practice of dentistry. Provides a prohibition against      
   clinical interference by non-dentists. Provides that allowing clinical      
   interference by a non-dentist is grounds for discipline under the Act.      
   Provides that the Act  does  not  prohibit  hospitals,  public  health      
   clinics, federally qualified health centers, or certain other entities      
   from providing dental services.                                             
        HOUSE AMENDMENT NO. 1.                                                 
        Makes changes in the list of  activities  considered  to  be  the      
   practice of dentistry.  Provides that nothing in the Section regarding      
   unlicensed  practice  shall  be  construed  to  prohibit  insurers and      
   managed care plans from operating pursuant to the applicable provision      
   of the Illinois Insurance Code under which the entities are licensed.       
        HOUSE AMENDMENT NO. 2.                                                 
        Deletes everything.  Amends the  Illinois  Dental  Practice  Act.      
   Provides  a  list  of  activities  that  constitute  the  practice  of      
   dentistry  for the purpose of preventing non-dentist interference with      
   the  exercise  of  professional  judgment  by  a  provider  of  dental      
   services.  Provides that nothing in the  Act  shall  be  construed  as      
   prohibiting the seeking or giving of advice or assistance with respect      
   to  specified  activities  considered to be the practice of dentistry.      
   Provides for a prohibition against interference  by  non-dentists  and      
   that  allowing  clinical  interference by a non-dentist is grounds for      
   discipline under the Act.  Provides that the  Act  does  not  prohibit      
   hospitals,  public health clinics, federally qualified health centers,      
   or certain other entities from providing dental  services.    Provides      
   that the Act does not prohibit dental management service organizations      
   from  providing non-clinical business services that do not violate the      
   provisions of the Act.
