Mandates that the Cooperative Extension Service of the College of Agriculture of the University of Illinois create a Cooperative Development Board. Provides that, subject to appropriation, the Board shall establish, assist, and enhance the development of local and regional agricultural cooperatives to provide support to Illinois family farmers. Effective immediately. SENATE AMENDMENT NO. 1. Provides that the board shall establish, assist, and enhance the development of local and regional agricultural institutions, such as, but not limited to, cooperatives, other ownership structures, contractual arrangements and information systems to provide support to Illinois family farmers.
