MUNI CD-ELECTRICITY-SELF TAX                                               

Synopsis of Bill as introduced:
        Amends the Illinois Municipal Code.  Authorizes a municipality to      
   permit a purchaser  for  non-residential  electric  use  to  become  a      
   self-assessing  purchaser  and  pay  the  tax  on  electricity use and      
   consumption directly to the municipality.  Provides that  the  maximum      
   rate  of a tax for a self-assessing purchaser may not exceed 5% of the      
   purchase price of the electricity as calculated on  a  monthly  basis.      
   Effective immediately.                                                      
        SENATE AMENDMENT NO. 1.                                                
        Deletes  everything.  Amends   the   Illinois   Municipal   Code.      
   Authorizes  a  municipality  to permit a purchaser for non-residential      
   electric use to become a self-assessing purchaser and pay the  tax  on      
   electricity   use   and  consumption  directly  to  the  municipality.      
   Provides that the maximum rate of a tax for a self-assessing purchaser      
   may not exceed  5%  of  the  purchase  price  of  the  electricity  as      
   calculated  on  a monthly basis. Provides that the minimum rate of tax      
   may not be less than and, until December 31, 2008, the maximum rate of      
   tax may not be more than, the rate imposed in the last  full  calendar      
   year  before  the  effective  date of a provision of Public Act 90-561      
   (August 1, 1998).
