Short description: 
EARLY INTERVEN SRVCS-LIQOR TAX                                             

Synopsis of Bill as introduced:
        Amends the Liquor Control Act of 1934 and the Early  Intervention      
   Services  System  Act.  Provides that 30% of the money received from a      
   tax on  liquor  manufacturers  and  importing  distributors  shall  be      
   deposited into the Early Intervention Revolving Fund for (i) contracts      
   with  providers  of  early  intervention  services in hard-to-serve or      
   low-income areas, (ii) increases  in  direct  contracted  support  for      
   Child   and   Family  Connections  offices,  and  (iii)  direct  early      
   intervention services.  Prohibits the use of that money to  supplement      
   or  supplant  State, federal, or private money previously expended for      
   early intervention services. Changes the definition of  "developmental      
   delay"  as  it concerns eligibility of children for early intervention      
   services.  Effective immediately.
