Makes a technical change in a Section requiring courts to take judicial notice of districts organized under the Act. SENATE AMENDMENT NO. 1. Deletes reference to: 70 ILCS 805/3 Adds reference to: 70 ILCS 520/11.1 from Ch. 85, par. 6161.1 615 ILCS 90/7.1 from Ch. 19, par. 1208 Deletes everything. Amends the Southwestern Illinois Development Authority Act. Deletes a provision prohibiting a member, officer, agent, or employee of the Authority from being an officer or director of an entity that is a party to a contract or agreement upon which the member, officer, agent, or employee may act or vote on. Amends the Fox Waterway Agency Act. Provides that dredging, site restoration, de-watering, spoil disposal, silt management, and other related projects undertaken by the Agency are considered State projects. Provides that no such project is subject to control, oversight, or permitting by units of local government. Effective immediately.
