Short description: 
PARK DIST CD-LEASES-REFERENDUM                                             

Synopsis of Bill as introduced:
        Amends the  Park District  Code  concerning  the  lease  of  real      
   estate owned by a park district.  Provides that (i) if the real estate      
   is  greater  then  25 acres or 50% of the district's property and (ii)      
   the current use of the real estate will be  substantially  altered  by      
   the  private  entity,  the  park  district must submit the question of      
   leasing the real estate to the voters  of  the  district.    Effective      
   immediately.                                                                
        HOUSE AMENDMENT NO. 1.                                                 
        Further amends the Park District Code.  Requires that  the  lease      
   of  property  that,  among  other  things,  is greater than 70% of the      
   district's total property (instead of greater than 25 acres or 50%  of      
   the  district's  property)  must  be  submitted  to  the voters of the      
   district.                                                                   
          FISCAL NOTE, H-AM 1 (Department of Revenue)                          
          The Department of Revenue does not have authority under the          
          Park District Code. Therefore, the Department is not the proper      
          agency to fulfill the fiscal note request.                           
          FISCAL NOTE, H-AM 1 (Department of Natural Resources)                
          HA #1 would have no fiscal impact on DNR.                            
          STATE MANDATES NOTE, H-AM 1

          This legislation creates a local government organization and         
          structure mandate for which reimbursement of the increased           
          costs to units of local government is not required under the         
          State Mandates Act.                                                  
        HOUSE AMENDMENT NO. 3.                                                 
        Further amends the Park District Code.  Changes references to the      
   lease of property to the  transfer  of  property  by  lease,  license,      
   development  agreement,  or other means.  Provides that the amendatory      
   changes apply to transfers of real estate by a park  district  with  a      
   population of 3,000 or less.
