Short description: 
CD CORR-EXECUTIVE CLEMENCY                                                 

Synopsis of Bill as introduced:
        Amends the Unified Code of Corrections.  Provides  that  after  a      
   petition  for  executive clemency has been denied by the Governor, the      
   Prisoner Review Board may not accept a repeat petition  for  executive      
   clemency  for the same person until 3 full years have elapsed from the      
   date of denial.  If the person on whose behalf the repeat petition  is      
   filed  has  been sentenced to death, a repeat petition may be accepted      
   at any time (now one year must elapse from the date of the  denial  of      
   executive clemency).  Effective immediately.                                
        SENATE AMENDMENT NO. 1.                                                
          Deletes reference to:                                                
          730 ILCS 5/3-3-13                                                    
          Adds reference to:                                                   
          730 ILCS 5/3-3-1                from Ch. 38, par. 1003-3-1           
          730 ILCS 5/3-3-2                from Ch. 38, par. 1003-3-2           
          730 ILCS 5/3-3-5                from Ch. 38, par. 1003-3-5           
        Deletes everything. Amends the Unified Code of Corrections.            
   Provides that at least 6 (instead of 7) members of the Prisoner             
   Review Board must have at least 3 years of experience in the field          
   of juvenile matters. Provides that panels of at least 3 (instead of         
   5) members of the Prisoner Review Board shall decide specified cases        
   relating to prisoners. Effective immediately.
