Prohibits any person who is a member of the Capital Development Board or a director of the Illinois State Toll Highway Authority, or who is an employee of the Capitol Development Board or the Illinois State Toll Highway Authority and who receives compensation in excess of 60% of the salary of the Governor of the State of Illinois, from acquiring a contract under the Code (now any person who is an officer or employee of the Capital Development Board or the Illinois State Toll Highway Authority is prohibited from acquiring contracts).
