Makes changes concerning the student membership on the Board of Trustees of the University of Illinois. Deletes the provision that provides that there shall not be a voting student trustee after July 1, 2001. Gives non- voting student trustees the power to cast advisory votes. Removes provisions requiring the student member of each of the Boards of Trustees to be a nonvoting member beginning on July 1, 2001 and thereafter. Provides that student members of the Boards of Trustees shall be chosen by campus-wide student elections. Further amends the University of Illinois Trustees Act to provide that student trustees shall be chosen by campus-wide election. Amends the Governors State University Law to allow any student, not just a full-time student, to be a member of the Board of Trustees. HOUSE AMENDMENT NO. 2. Further amends the University of Illinois Trustees Act. Provides that it is a conflict of interest for a student trustee to vote on faculty member tenure or promotion regardless of whether a teacher-pupil relationship exists or existed between the student trustee and the faculty member.
