Synopsis of Bill as introduced:
Creates the Mortgage Relief Act and amends the State Finance Act,
the Illinois Public Aid Code, and the Illinois Income Tax Act. Creates
a fund out of which relief payments can be made to qualifying
households threatened with eviction due to mortgage foreclosure.
Authorizes the Department of Human Services to establish a relief
program for this purpose, with provisions closely following the
existing Homelessness Prevention Act. Provides that assistance
received under the Mortgage Relief Act is not income for purposes of
determining the recipient's eligibility for other State assistance
programs. Provides that amounts equal to assistance that an individual
receives under the Mortgage Relief Act shall be deducted from adjusted
gross income in the calculation of that individual's base income.
   Effective immediately.
