Establishes the Katherine Dunham Performing Arts School, an institution to be located at the Rock (Hughes Quinn) School in East St. Louis, Illinois. FISCAL NOTE (Board of Higher Education) It is not possible to estimate the effect of HB 3966 on State expenditures or revenues because the necessary information to estimate the cost of creating and operating the school current- ly is not available. HOUSE AMENDMENT NO. 1. Deletes everything after the enacting clause. Creates the Katherine Dunham Performing Arts School Act. Establishes the Katherine Dunham Performing Arts School, to be located at the Rock (Hughes Quinn) School in East St. Louis, Illinois. Provides that the school shall admit students in grades prekindergarten through 12 and students seeking baccalaureate degrees who have been determined eligible to attend. Provides that the school shall be funded by federal grants and State appropriations. Provides that private contribution and endowment programs may be established. Provides that the school shall be governed by a board of trustees, who shall appoint a director to be the chief administrative officer. Lists the powers and duties of the board. FISCAL NOTE, H-AM 1 (State Board of Education) It is unknown whether the Katherine Dunham Performing Arts School is to be part of the East St. Louis public school system or if it is to be a private school which children of various ages are permitted to attend.
