Short description: 
ELEC CD-RAFFLES-CIV PENALTIES                                              

Synopsis of Bill as introduced:
        Amends the Election Code and the Raffles Act.  Requires the State      
   Board of Elections to assess civil penalties for failure  to  file  or      
   delinquent   filing   of   a   political   committee's   statement  of      
   organization.  Changes the penalty for willfully  filing  a  false  or      
   incomplete  statement  of  organization from a maximum $500 fine and 6      
   months of imprisonment to a business offense  with  a  maximum  $5,000      
   fine.  Denies ballot access to a candidate (i) whose name is listed on      
   the  statement  of  organization  of a political committee that owes a      
   civil penalty relating to campaign finance or (ii) for  whom  campaign      
   funds  were raised or spent by a political committee that owes a civil      
   penalty relating to campaign finance.   Makes  a  political  committee      
   ineligible  for  a  raffle  license  if  the  committee owes or is the      
   subject of an unresolved claim for a civil penalty for failing to file      
   or late filing of a statement of organization or campaign  expenditure      
   and contribution reports.  Effective immediately.                           
          FISCAL NOTE (State Board of Elections)                               
          There will be minimal fiscal impact on the operations of the         
          State Board of Elections.
