Provides that the fee for filing a complaint or petition seeking judicial review of an administrative adjudication of an alleged violation of an ordinance regulating the parking or standing of motor vehicles is $20. Provides that the fee for filing an appearance in a case alleging a violation of an ordinance regulating the parking or standing of motor vehicles is $20. Provides that the clerk of the circuit court may not impose any filing fees of any kind other than the $20 fee. Provides that the $20 limit applies only to the filing fee and does not prohibit the assessment or imposition of other fees, costs, or penalties while a case is pending, at the conclusion of a case, or after the conclusion of a case.
