Short description: 
HLTH CARE JOINT NEGOTIATION                                                

Synopsis of Bill as introduced:
        Creates  the  Health  Care  Provider   Joint   Negotiation   Act.      
   Authorizes  doctors,  hospitals,  and  other  independent  health care      
   providers to jointly negotiate with health  care  insurers  through  a      
   common joint negotiation representative.  Authorizes joint negotiation      
   regarding  fees  paid  to  health  care  providers.   Authorizes joint      
   negotiation on other  issues  such  as  dispute  resolution,  provider      
   credentialing,  patient  referral,  liability for treatment decisions,      
   and  medical  management  policies.   Provides   that   before   joint      
   negotiations  may  commence,  the  Attorney  General must make certain      
   findings  regarding  the  competitive  effects   of   allowing   joint      
   negotiations.   Requires  the  Attorney  General's  approval  before a      
   jointly negotiated agreement may take effect.  Requires the Department      
   of Insurance to determine the market power  of  insurers.    Effective      
   January 1, 2001.
