Requires the Capital Development Board to make grants to school districts that undertake construction projects following the consolidation of school districts, the dissolution and annexation of a school district, or the creation of a cooperative high school if certain conditions are met. Provides that an eligible district shall file an application for the grant with the State Board of Education and the State Board of Education shall certify the construction project to the Capital Development Board. Effective immediately.
