Senate Sponsors: RADOGNO Short description: UNEMP INS-EMPLOYEE LEASING CO Synopsis of Bill as introduced: Amends the Unemployment Insurance Act by changing the definition of "employing unit" to include an employee leasing company. Defines "employee leasing company" as an individual or independently established business entity that contracts with a client to provide employees to perform services at a location specified by the client on an ongoing basis under specified conditions. Effective immediately. HOUSE AMENDMENT NO. 1. Deletes reference to: 820 ILCS 405/204 Adds reference to: 820 ILCS 405/206.1 new Deletes everything. Amends the Unemployment Insurance Act. Provides that services performed by an individual under a contract between an employee leasing company and a client of the employee leasing company constitute services in employment of the employee leasing company if specified conditions are met. Effective immediately. SENATE AMENDMENT NO. 1. Deletes everything. Reinserts the provisions of the engrossed bill. Adds a provision describing those services that are in "employment" of the client and not in "employment" of the employee leasing company, notwithstanding other provisions of this new Section of the Unemployment Insurance Act. Adds a provision describing those services that are in "employment" of the client and not in "employment" of the employee leasing company except as provided in other provisions of this new Section and notwithstanding any other provision of the Act.
