Short description: IDPA-STATE DISBURSEMENT UNIT Synopsis of Bill as introduced: Amends the "child support enforcement" Article of the Illinois Public Aid Code. Requires the Department of Public Aid to establish an electronic funds transfer system that links the State Disbursement Unit and the office of the circuit clerk in each county. Provides that the State Disbursement Unit shall disburse support payments, by electronic funds transfer, to the appropriate circuit clerk and that the clerk shall disburse the amount of the payment to the party entitled to the payment. (Now, the State Disbursement Unit disburses the payment to the party entitled to it.) Requires the Department to conduct seminars for circuit clerks that take these changes into account. Requires the Department to apply for necessary waivers of federal law and regulations. Effective immediately or on the effective date of House Bill 2773 of the 91st General Assembly, whichever is later.
