In the provisions concerning child support enforcement, provides that the Department of Public Aid shall immediately suspend the statewide operation of the State Disbursement Unit until April 30, 2000, subject to reinstatement on a county-by-county basis. Authorizes the Governor to extend the period of the suspension. Provides for the reinstatement of the State Disbursement Unit's operation with respect to a county for which the circuit clerk has certified to the Department of Public Aid that the Unit is able to disburse support payments to persons in the county within one business day. Effective immediately.
