Short description: 
MTBE-PUMP LABELS                                                           

Synopsis of Bill as introduced:
        Amends the Motor Fuel and Petroleum Standards Act. Provides  that      
   a  retail  motor  fuel  dispensing  device used to dispense motor fuel      
   containing at least 1% by volume of  the  methanol  derivative  methyl      
   tertiary butyl ether (MTBE) shall have a label identifying the maximum      
   percentage  by  volume  of  MTBE contained in the motor fuel. Provides      
   that a wholesale seller of motor fuel that contains MTBE shall  notify      
   the  purchaser  thereof  of  the percentage by volume of MTBE that has      
   been added to the motor fuel. Effective immediately.                        
        HOUSE AMENDMENT NO. 1.                                                 
        Amends the Motor Fuel  and  Petroleum  Standards  Act.   Provides      
   labeling guidelines for motor fuel dispensing devices used to dispense      
   motor fuel containing at least 1% by volume of the methanol derivative      
   methyl  tertiary  butyl  ether  (MTBE).  Provides that with respect to      
   MTBE, the labeling and notification  requirements  shall  be  enforced      
   beginning 60 days after the effective date of the amendatory Act.           
          FISCAL NOTE (Department of Transportation)                           
          HB2909 will have no fiscal impact on IDOT.                           
        HOUSE AMENDMENT NO. 2.                                                 
        Provides that motor fuel dispensing  devices  that  are  used  to      
   dispense  fuel  containing  at  least  2%  by  volume  of the methanol      
   derivative methyl tertiary butyl ether (MTBE) shall be  labeled  in  a      
   specified  manner.  Provides that nothing in the provisions concerning      
   motor fuel additives shall  be  construed  to  require  or  impose  an      
   obligation  upon  the  owner  or  operator  of  a  retail  motor  fuel      
   dispensing  station,  facility,  or  device  to  perform  a test on or      
   measurement of a shipment of motor  fuel  received  to  determine  the      
   specific  content  of  ethanol,  methanol,  or the methanol derivative      
   MTBE.
