Short description: 
HWY CONSTRUCTION BIDS-WARRANTY                                             

Synopsis of Bill as introduced:
        Amends the Illinois  Highway  Code  and  the  Toll  Highway  Act.      
   Provides  that  any  contract  entered  into for the construction of a      
   highway shall include a warranty by the successful bidder  or  bidders      
   that  the  highway  shall  not  require  major repairs for a specified      
   period of time, which shall not be less than 25 years,  and  that  the      
   successful  bidder  or  bidders shall pay for any major repairs to the      
   highway that are required during the warranty  period.  Provides  that      
   any  contract  entered into for the construction of a highway shall be      
   let to the responsible bidder  offering  the  best  bid,  taking  into      
   consideration  both  the  amount  of  the  bid  and  the length of the      
   warranty on the highway offered by the bidder. Requires the successful      
   bidder or bidders to furnish  bonds  to  ensure  compliance  with  its      
   warranty  in  accordance  with  the contract. Applies to all contracts      
   entered into on and after the effective date of the amendatory Act.
